How to Use the CAC Dashboard Checking data freshness

A plain-language guide to choosing the right page, using filters and tables, interpreting common measures, and resolving common problems.

Quick Start

  1. Check the refresh date.The dashboard is a published snapshot, not a live connection to every source system.
  2. Choose a program.The masthead filter can carry Council, Packs, Troops, Crews, Ships, or Posts across supported pages.
  3. Start broad, then narrow.Use Overview for the council picture. Select Browse Dashboard Topics at the top of Overview to jump directly to this guide’s Navigation section, or select Membership Follow-up for current membership and renewal queues. Select Council School Atlas in the same banner to open the school atlas in a new tab. Then narrow to a Service Area, district, or detail page for follow-up.
  4. Use the controls above each table.Search, filters, and sorting change the visible view; they do not change the source data.
  5. Verify consequential decisions.Confirm important records in the linked workbook, monday.com board, my.Scouting, or other system of record.

Controls

Filters, Search, and Tables

  • The program filter persists across linked pages where that breakdown is supported.
  • Service Area and District controls narrow the current page. Council or All restores the broadest view.
  • On Unit Health & Renewal, the Priority Units Metric selector switches the table among scores 0–2, 3, and 4–5.
  • Page-specific controls may filter by status, unit type, training state, expiration window, or workflow stage.
  • Search is not case-sensitive. Clear the search and filters if expected records are missing.
  • Long tables show every matching row and scroll inside their panel in both directions. Headers remain visible while scrolling.
  • In District PIN Detail and District Performance's Operational Detail, expanded units have their own column headings. Those headings remain below the district headings when scrolling the district panel or the individual-unit list.

A mixed signal worth watching or confirming.
Needs Attention
One or more dashboard follow-up thresholds were triggered.

The value is missing, unavailable, or cannot be calculated. It does not mean zero.

Colors and labels are review cues, not official performance or personnel determinations.

Unit health and renewal

Unit Health & RenewalHealth funnel, combined Inactive + Stale PIN follow-up, Key 3 coverage, exceptions, and priority units. Common Measures

Youth
Current youth membership reported in the applicable source.
YoY
Year-over-year movement from the comparison membership value.
TAY
Total Available Youth from the TAY column on the CAC Schools board. Council views sum each school row once; district views attribute it to each listed district. Program estimates use documented grade/age allocation assumptions.
Schools with Unit Affiliation / Total
On Recruitment Pipeline, the first value counts schools whose current monday.com Unit Associated relationship has at least one linked unit and the second value counts all schools included in that Service Area or district TAY rollup. The daily refresh verifies the relationship for every exported school rather than treating blank exported relation text as no affiliation.
Unit Metric
A workbook-provided unit-health score. Scores 0–2 are treated as priority follow-up.
Retention
The source-workbook retention value; it is not recalculated from the page's active filters.
Training
The share of applicable published position records marked trained.
Outdoor Leadership Depth
Zero qualified leaders is a gap, one is fragile coverage, and two or more is preferred continuity. Unknown means the published roster data cannot support a classification. The Pack and Troop Camping Readiness pages can filter all reviewed units by these four statuses and filter Hazardous Weather separately. For Packs this counts BALOO-qualified leaders; for Troops it counts IOLS-trained Scoutmasters and Assistant Scoutmasters.
Volunteers
The councilwide Membership-tab count of unique nonblank Member IDs in the Training roster. This source value is not district- or program-filterable.
SYT
Safeguarding Youth Training status, including current and follow-up windows when supplied.
Coverage
Commissioner people and assignments found in the published source data.
Connections (12 Mo.)
Completed Commissioner Connection History records in the 365 days ending on the report date. Each completed connection counts once as a unit visit.
PIN
The unit's BeAScout map-pin status. Active and Inactive retain the source state when the matched record is current. Stale means more than 12 months have passed since the matched PIN's last update, or its update date is blank or unusable. n/a means no PIN record was matched; it does not mean inactive.
PIN Currency
The District Scorecard percentage of all tracked units whose matched PIN is current. Matched Active and Inactive PINs updated within the last 12 months count as current; Stale and unmatched n/a units remain in the denominator and do not count as current.
Operational Detail drill-down
On District Performance, expand a Service Area and then a district to review each matching unit's health, youth, year-over-year movement, metric, retention, PIN status, assignment, SYT, and training. The unit rows follow the master program filter, prioritize the lowest unit metrics first, and link directly to the selected Unit-Level Detail record.
Required PIN Details
The percentage of all tracked units with a matched PIN containing a status, contact name with either email or phone, meeting location, and meeting details. Website, fee, fundraising, and availability fields are not counted. Freshness is measured separately as PIN Currency, and unmatched units remain in the denominator. Only the last-updated date and completion flags are published on the public site, not the contact or meeting values or raw timestamp. On PIN Status & Completeness, expand a District PIN Detail row to see individual-unit PIN Status, Last Updated, Required PIN Details, and missing categories, then open the selected Unit-Level Detail record. Overview summarizes PIN state in Signals to Watch. Unit-Level Detail shows status and freshness, Last Updated directly below it, overall Required PIN Details, and separate status, contact, and meeting completion indicators in Unit Profile. Last Updated shows the formatted calendar date, Not recorded for a matched PIN without a usable date, and n/a for an unmatched unit.
Inactive + Stale PINs
The Unit Health Funnel combines Inactive and Stale PINs into one follow-up count for the current master program view. Its percentage divides that count by all tracked units in the view. Units without a matched PIN remain in the denominator, so the percentage can be lower than a calculation based only on matched PIN rows.
Unit Key 3 Coverage
A unit is complete when current registrations include its program-specific Unit Leader, Committee Chair, and third Key 3 position. Either a current COR or CUR satisfies the third position. Current means the registration expiration is on or after the dashboard report date. Status offers All statuses, Complete, Missing 1, Missing 2, Missing 3, 1 or more expired SYTs, and 1 or more SYTs expiring within 90 days. The SYT choices evaluate every displayed holder against the viewer's current date, and Status combines with program, Service Area, District, Focus, and Search. The page clearly identifies missing positions, summarizes results by unit type, and groups unit detail in collapsible Service Area and District levels. The line beneath each holder shows their SYT expiration date instead of their position title; it turns yellow when due within 90 days and red after expiration, based on the viewer's current date. Search results expand automatically. Public names use only first name plus last initial.

Responsible use

Privacy and Verification

  • Public person names are abbreviated to first name and last initial, such as Alex R., across dashboard pages and public data bundles.
  • Use person- and unit-level information only for authorized Scouting operational purposes.
  • Do not repost personal-detail tables or distribute screenshots more broadly than necessary.
  • Roster-readiness pages do not confirm who will attend an activity, satisfy two-deep or female-leader rules, or whether an activity is approved.
  • Timing, definitions, duplicate registrations, and missing fields can cause differences from other reports.
  • Verify consequential decisions in the authoritative operational system.

Troubleshooting

A value looks wrong
Clear the page filters, confirm the refresh date, and compare the record with the linked workbook or system of record.
TAY is missing
Check the program filter and the CAC Schools source. An unavailable percentage does not mean there are no available youth. Report a missing denominator so the school-data refresh can be checked.
A district or record is missing
Clear search and filters. Confirm the selected program, Service Area, and district, then check the source label.
The page looks empty
Reload the page and return controls to Council or All. If the issue continues, report the page and active filters.
The table is cut off
Scroll inside the table horizontally and vertically. For a paper copy, use landscape orientation.
The data seems stale
Compare the page refresh date with Sources & Freshness. Report the source and expected newer date.
Need assistance
Email dashboard support with the page, refresh date, active filters, expected result, and a screenshot when appropriate.
