Troop leadership readiness

IOLS is a position-training requirement for Scoutmasters and Assistant Scoutmasters; two or more recorded IOLS-trained leaders provide preferred continuity.

The IOLS count is a leadership-depth signal, not a national minimum number of IOLS-trained adults for a campout. Two-deep leadership and actual attendance remain event-level checks.
